Chief Executive Officer
Phillip Parks is a Licensed Associate Counselor with a Master of Science in Clinical Mental Health Counseling who is passionate about helping children and adolescents heal, grow, and reach their full potential. He completed his clinical internship specializing in equine-assisted therapy, working alongside horses and other animals while utilizing multiple evidence-based counseling approaches with a strong emphasis on somatic therapy. Since entering the behavioral health field in 2017 and serving in leadership roles since 2020, Phillip has been dedicated to creating safe, structured, and supportive environments where young people can thrive. His love for sports, animals, and being a father shapes his approach to counseling, emphasizing the importance of connection, consistency, and positive relationships. Phillip believes every child deserves to feel valued, supported, and empowered, and he is committed to providing the love, guidance, and structure needed to help each client build a brighter future.

Katrina Harrell, MSC LPC

Katrina Harrell is a Licensed Professional Counselor who is passionate about supporting individuals and families on their journey toward healing, growth, and wholeness. She earned her Master of Science (MSC) and is a Licensed Professional Counselor (LPC) with extensive experience in trauma-informed care, clinical counseling, and community mental health. Katrina brings both professional expertise and genuine compassion to every individual she serves. She is dedicated to creating safe, supportive environments where children, adolescents, and families feel empowered to overcome challenges, recognize their strengths, and build lasting resilience. Her approach is rooted in dignity, empathy, and evidence-based care, with a commitment to helping every person develop the tools needed for long-term success and meaningful change.

Milicent Jones, RN
Registered NurseÂ
Milicent is a dedicated Registered Nurse with years of experience providing compassionate, high-quality care in both hospitals and Behavioral Health Residential Facilities (BHRFs). A graduate of Alabama State University, where she also played collegiate basketball, she developed the leadership, teamwork, and resilience that continue to guide her both professionally and personally. Passionate about working with children and adolescents, Milicent is committed to creating a safe, supportive environment where youth can heal, grow, and reach their full potential. Her warm personality, positive attitude, and ability to build meaningful relationships allow her to connect with residents and families alike. With extensive behavioral health experience and a genuine heart for service, Milicent is proud to be part of the A Dream Called Hope team, where she is dedicated to providing exceptional, person-centered care and helping every child succeed.
